These guys have been around since I was in diapers and are still active. This is there seventh release, from 2000. The sound is pretty much thugged out NYHC (which, frankly, I can only stand so much of these days), with some high pitched vocals (it was produced by Madball's Matt Henderson, and sounds a bit like if that band had the Negative Approach guy singing). FWIW The album title means succeed (継承) as in succeed to a throne and suchlike.
